A heavier-than-expected tilt toward long-duration supply would land in a market already under significant stress. The 30-year US Treasury bond yield has recently climbed to around 5.19%, close to its highest level since 2007, reflecting a combination of fiscal concerns and a Federal Reserve that is no longer offering clear policy guidance. Any announcement that skews issuance toward the long end would add fresh supply pressure precisely where the market is most vulnerable, risking a further leg higher in long-term yields and a more pronounced steepening of the curve. The spillover into European sovereign markets is a direct concern for traders in London and Frankfurt. German Bunds and Italian BTPs are both sensitive to shifts in the global risk-free rate, and a sharp move higher in US long yields could widen sovereign spreads across the eurozone, particularly for higher-debt periphery issuers. A Hawkish Fed, a Weakening China, and a Yen Rescue Complicate the Picture ------------------------------------------------------------------------- The refunding does not arrive in isolation. At last week's July 29 meeting, the FOMC held the federal funds rate target steady in the 3.50% to 3.75% range in a 9-3 vote, but three hawkish dissents in favour of an immediate rate hike — the most divided decision since 2016 — have pushed the market-implied probability of a September hike above 57%. Chairman Kevin Warsh's decision to step back from explicit forward guidance has amplified curve volatility, making the duration question in today's refunding all the more consequential. On the currency side, a rare coordinated intervention by the Japanese Ministry of Finance and the US Treasury last Friday — the first joint US-Japan yen-buying operation since 1998 — has reshaped the FX landscape. The July ADP private payrolls report carries a consensus expectation of around 68,000 jobs added, a step down from the 98,000 recorded in June. A print that comes in below that expectation could prompt traders to trim hawkish Fed bets, which would offer some relief to the long end of the curve and potentially soften the dollar. A stronger-than-expected figure, however, would reinforce the hawkish dissent narrative and compound any supply-driven pressure from the refunding. The July ISM Services PMI is also due, and an upside surprise there would likely be read as inflationary, strengthening the case for a September hike and pushing Treasury yields higher still. Traders should watch for the scenario in which a heavy long-duration refunding announcement coincides with a firm ISM print — that combination could produce the most aggressive steepening move and the widest spillover into European sovereign spreads.
